SMART FLOW

From Service Charge to Fair Tenant Billing: How SMART FLOW Helped a Leading UK REIT Modernise Water Management Across Its Shopping Centres

Water Tennant Billing

A leading UK Real Estate Investment Trust, focused on acquiring, managing and developing retail assets, wanted to change how water was billed across a number of its shopping centres.

For years, water had been recovered through service charge. Like many large retail environments, this approach was often broad, inconsistent and difficult to defend. It did not reflect actual usage at tenant level, and it gave limited visibility when problems occurred.

The client explored manual meter reading and alternative data logging systems. But for billing purposes, one issue mattered more than anything else:

Accuracy !!!!!!!

If data is being used to invoice tenants, it has to be right.

Manual reads were slow and resource-heavy. Data-only loggers offered visibility, but not enough confidence. Where billing is concerned, any delay in validating data creates risk, admin and dispute.

SMART FLOW Monitoring was brought in to install real-time water monitoring across three of the client’s main centres.

Why SMART FLOW was selected

The client needed more than meter data.

They needed:

    • Accurate water consumption data for tenant billing

    • Confidence in the reliability of that data

    • A clear invoicing function

    • Stronger sustainability reporting

    • A measurable return on investment

SMART FLOW delivered all of this through real-time monitoring, backed by dashboard visibility and billing-ready data.

Once the client saw the accuracy of the information, the invoicing capability within the dashboard, and the wider reporting and operational benefits, the value became clear.

Following the initial rollout, the client’s shareholders approved the decision to expand SMART FLOW across all centres and monitor retail units independently.

The outcome

The billing model changed.

Instead of recovering water costs through a broad service charge, each tenant now receives a monthly bill based on actual water consumption.

This moved the client from an outdated and often unreliable charging model to a fairer, more accurate and more transparent system.

The results:

    • Tenants are billed for actual consumption, not estimates or shared assumptions

    • Landlords have accurate, defendable data for water invoicing

    • Water issues are resolved faster because they are now linked directly to financial loss

    • Shareholders have better visibility on usage, reporting and return on investment

    • Sustainability reporting is stronger and backed by live data

Why this matters

This is not just a billing improvement.

It reflects a wider shift in the market.

The old way of charging for water across large retail assets is changing.

Owners expect better control.
Tenants expect fairer billing.
Shareholders expect accurate reporting and accountability.

Service charge recovery for water is no longer enough where better infrastructure and better data now exist.

This project showed that when water consumption is measured properly, everyone benefits:

    • landlords get control,

    • tenants get fairness,

    • and issues get dealt with faster.

SMART FLOW Monitoring helped this client move from a legacy charging model to a modern water management strategy built on accuracy, accountability and real consumption data.
